Pardon my fidgeting. I am not a great zoomer :).  Also, I mispoke on the age up date!!!  We have always used March 1 but ASA actually uses March 31st.  So your child will swim in the age group with whatever age they are ON March 31st.  For practices, we can be flexible if a swimmer needs to swim up or down.  But in meets, they will swim with their age groups unless their are extenuating circumstances.
